I hope the  interpretation of clause is that if the production welding soaking time is X hrs (Includes total soaking time involved in production like intermediate, dehydrogenation, final PWHT etc…) then the supporting PQR soaking time shall be atleast 80% to the X hrs.  WPS can be written with this PQR to cover the Production time X hrs.

The underlying meaning eludes me; why would one want to increase the soaking time at an additional cost and what not, over and above the WPS allowed one by way of a PQR? Something jinxes.

I think it is QW-407.2 you guys are referring, because QW407.3 does not appear in Sec.IX 2007 edition !
