I am not sure the application this ombinaton. Is it pessure vessel or attachment of a pressure vessel .
 
The PWHT shall be based on  Gr22 material.  This is to remove te residual stress. In case of pressure vessel and is deigned to ASME VIII please refer to the correponding code for time and temperature.This is also based on the lowest thickness between these two materials.
 
In general the PWHT temperature range is 705 to 760 Deg c.
 
The recommended weld procedure shall have preferably E70S2/E7018 . Since this is the combination of  carbon  to  Alloy steel the design would be based on IS 2062.However E8018 B3L ( electrode to match Gr 22) also used as wel.

If you consider BS 1113, you can not weld this disimmilar material , because of the problem of PWHT. In BS 1113, there is a statement regarding the postweld temperature difference. As BS 1113 gives the temperature range for PWHT , The higher tempeature of the lower grade material and the lower temperature of the higher grade material difference should not be more than 20 deg C.
In this combination the difference is more than 20 deg C.
Please check with the design engineers. According to me , the P No 5A , application is much higher temperature than the Carbon steel , hence design should be considered.
I saw one old CE WPS using the E7018 electrode for that fillet weld combination without PWHT.

Hi,  You are correct, Minimum refers to the one cycle for which this part will expose until final work shop PWHT. hence mill test certificate shall include this.  Max.
