20" inlet nozzle can be used as man way provided the connected piping could be cleared off for facilitating inspection . in other words the plant maintenance shall confirm it and you don't have to add any drop down spool. But for safety purpose, you need to provide Manway rungs(one at top of the opening and under side of entry till about 600 mm from landing, Note that you may find the top rung fouling with demister supports) for entry as well as to exit for the inspection personnel. Also you shall have a procedure in place for venting out any gases, certifying criteria for safe entry .
