I understand that the core material is SS316L and what is the jacket
material?
What is core fluid and what is jacket fluid?
What is ambient environment? Any leakage or any other gaseous hazard?
I told you for additional info.
Please appreciate that I need to have the total picture.

I think no problem. You can go ahead.
Your argument may be correct if there is Cl2 or Fl2 environment.
If core fluid is compatible to SS316L, are you bothering for steam?

Dear sir,

There was a recommendation that a 316L material be use for inner piping
of jacket piping. I am trying to put up an argument that there could be
some problem in the usage of this material. The service temperature is
233F and the steam is 338F, the pressure are 15 and 75 respectively.

Please indicate the steam pressure and temperature... Also, the
frequency
of use... At a glance, the material can be used but for further
analysis,
more info is needed.
B36.19M and B36.10M.
For large bore SS pipes, you can specify thickness from 36.10M, based on
your requirement.
You can refer or use "ASME B31.3 Calculator" at
www.cheresources.com/software.shtml.
