As per ASME B31.3 Pneumatic test of RF pad is not mandatory, if there is any defect in RF Pad weld, during hydrotest of the main line you can find out because of the Hydrostatic pressure in main line.

Irrespective of, whether it is mentioned in code or not RF pad has to be pneumatically tested otherwise how will you check leakage in "welds" associated with RF pad.
