I don't think that you placed your query proper way.
Do you mean that you have Torque value of 24 inch bolt or for bolts used in flange of  NPS 24 to a specific rating class?
Basically torque can be calculated against the Bolt load to be applied and  bolt size.
Many standard tables prescribe Torque values to certain range of bolts  with specific yield strength an  those torque values are meant for general guidelines.You may refer to Denis Moss , a book for Presure vesel design for Bolt torque  computation guide lines .
