You have to establish new hydro test procedure  with paint on weld surface.

Code is not restrict you, to do hydro test with paint on weld joint.

Which code is not allowed, if you get information , pl give it to me.

Normally it is not allowed by most codes. I am afraid, you will have to get this approved from your customer.
